I see people not understanding what Knocc Out is saying by saying black gangs don't snitch on their enemies. He's not saying that black gangs never snitch or can't snitch, but that they don't use it as a weapon to get rid of their enemies.
Sort of like in school, you have some students who would be quick to tell on someone they don't like just so that person can get in trouble. The student in trouble might hate the teller just as much, but isn't going around just looking for away to get rid of them.
That's the difference with blacks in a lot of areas. Other races in rival gangs, jobs, and politics may have plans to get rid of certain blacks, but those blacks usually aren't thinking on that level to get rid of the people that give them problems.
