Dwight and Andy both had moments of being good and bad managers. For each of them, it was directly correlated to how good or bad the writing was at that point in the show.
I personally prefer Robert over DeAngelo by a lot. Yeah he’s weird and awkward but i think that’s actually funny in a way. In the other hand, DeAngelo is straight up cringe

We all saw that Dwight fired the majority of the original employees! They all probably quit after he was hired as the general manager! I would’ve never respected but laughed at this clown! Was the quest manager in this show! They tried ti make Robert this amazing manager but it never really showed how he conceived anyone ti get all the positions he actually got! They made him more than he actually was in his short time!
I would say that Charles Milner was the best manager, and then Michael was. Charles especially assured that Dunder Mifflin was professional and not in tolerance of antics like those of Jim and Kelly.

Charles is 100% pragmatic and bases his decisions solely on papers, aphorisms and numbers: - He puts Kevin at the reception without knowing Kevin is a very, very slow/idle/no learner and could've ruined the entire day at the office if it wasn't for his colleagues; - He names Stanley his "productivity czar" not previously knowing first he couldn't care less about the job and hates every minute of it, more than anyone at that office; - He has a unprofessional and stupid grudge against Jim, one of the top sellers of Dundler Mifflin: yes, Jim is punchable at times but the way Charles makes that clear is very unprofessional; - He would've probably reached the same numbers as Michael with a miserable office, if not lower.
