This is definitely not Seo Moontak. Her voice is different to this voice;not to mention that she hates walking in high heels and when she does,it's very awkward. I am pretty sure this is the musical actress Choi Jung won. That sass and charisma can only be her.You can check her out on the show Immortal Songs 2.
As far as i know, the contestants who went up agains Cha Ji Yeon were also as great as those facing Kim Yeonwoo... for example, in this episode alone, she had to face Lee Jihoon who has an outstanding vocal ability..
