Is Marrakesh full of hustlers and scammers? In my experience, no. We were surprised at how gently the local Moroccans acted. It helps to wear shades and to ignore salesmen. If you show any interest that gives them an excuse to hook you in and start being pushy.
I saw many people politely saying no to salesmen and hustlers and that just started them off. Better to just avoid eye contact and pretend you don't understand them. Then they will ignore you back. This made Marrakesh a pleasant experience, even in the tourist areas.
