I believe he's also playing the fifth of the chord in the verses (for example during the C add 10 on the A string) and that thickens up the sound quite nicely, but also I wouldn't really sweat it as it's kind of being jammed anyways. Also Thom Yorke says that the guitar on this song is an homage to John Frusciante's style of playing, and the two are fans of each other which I think is really cool. It is a legato connecting 2 1/16 notes, it could be written as one eigth.
