Consider a square unit cell which has only one lattice point at it's centre. Is it a primitive unit cell or non-primitive unit cell?
A primitive unit cell consists of 4 cells at corners thus the one you are referring dont belong to a primitive cell as it has only lattice point body centered and when we consider any unit cell at least they have 4 corner atoms at it besides body centered, face centered or end centered which may further come in other bravais lattice but are called non primitive unit cell!
