It's an Official Dub, A problem is that the words in Japanese are a little longer than in Chinese, so you have to make some changes to make these fit. Also the Chinese dub has more cheerful voice tones, while the Japanese dubbing has more normal voices or with more "Dark" tones, which is good for the game but not for the Animation.
