One thing I would like to vouch for in terms of programs is Photopea, it's browser based and has about everything you would need for a face photo. It can even properly load up PSDs so you could use the Defract template if you want.
You can definitely do it on your phone for attires, tattoos and face &’ body textures. Dre41 has a tutorial on how and his caws come out looking AMAZING
