Luna is almost always in character. She honestly doesn't brake character often but you'll notice the moments when she does. When she's having fun specifically with subaru, choco, and botan. She almost always breaks character with them and it's a good time that she's having way too much fun. It's very heartwarming to see.
As a Luna stream enjoyer I can assure you she's not out of character at all. That's just Luna being Luna. Also, she was really tired from walking a lot that day.

It's not meant as a jab against Luna personally.
