Actually, that’s just his S1, which is his worst skill because of how much self-bleed it applies. And you want him to have lower HP. The lower HP allows him to bypass the stagger threshold. Inherently, he is not a glass cannon because of how much damage he can take and endure, which he will end up healing anyways.
