On the note for highest damage you can technically have a CGC cutter with a heavy rock saw and killing blow which is S8, damage 8 no armor save. You know, incase two and a half ofryn in a trench coat were looking at you funny.
So can I run these on city boards or am I locked into ashe wastes for them? Oh and I was looking at Palatine enforcers but the consensus is that they suck shit, which is very disheartening because the theme of crooked cops is awesome. Are the badzone ones any better?
Technically vehicles can only be in Ash Wastes Games - but that doesn't mean you couldn't use a city board in an Ash Waste Game! The Badzone Enforcers are, in our opinion, MUCH better to play than the vanilla enforcers. We recommend it!
What are some of the most fun gangs to paint in necromunda? I'm interested in joining the hobby, and i really enjoy trying to paint OSL effects on my models. Any suggestions?
That is a matter of opinion! If you're looking for heavy OSL, you could go Van Sar as they have some plasma weapons, energy shields and bits that could be perceived as glowing! Cawdor has a bunch of torches and candles in their gang. Squats all have a headlamps. As always you can kit bash any gang you'd like to play to have more OSL heavy bits!

I might be abit late, i would recommend Redemptionists. Lots of flames and lots of nice cloaks to paint.
On transport bed, can the fighter shoot?
So if cutters aren't vehicles can you use them in the underhive too?
Nope - they're mounts, and mounts can't be used in the Underhive.
