  • With a shortage of care workers in Germany and a deserted job market, medical institutions are increasingly recruiting qualified staff from abroad.
    The majority of foreign nurses are hired through recruitment agencies, which is a lucrative business. Clinics can pay up to 21,000 euros for the recruitment of just one nurse. But the market is completely unregulated.
    "We wouldn’t manage without international care workers", says the head of nursing at a large hospital. In 2020 there were around 36,000 vacancies in the nursing sector. The number of foreign care workers has risen dramatically in recent years. Last year, around 208,000 of the nurses were non-German nationals, almost three times as many as in 2013. More than half of them come from non-EU countries such as Bosnia, Serbia, and the Philippines, but also from Latin America.
    How does the business of recruiting foreign nurses work? Reporter Carolin Hentschel takes a look behind the scenes of the recruitment industry. The agencies don’t usually charge the nurses for their services, which include finding them a job contract with a German clinic, a German language course, assisting them in dealing with authorities, and looking for accommodation. But their recruitment contracts often include hidden costs and commitment clauses. If things don’t go as smoothly as planned, the care workers may end up having to shell out several thousand euros - a sum most cannot afford. Christiane Tenbensel from the "Support Fair Integration" project in Dortmund gives advice daily to care workers recruited for the German market. In many cases, the nurses are under great mental and physical strain and seek help with their debts.
    Politicians are aware of the problems on the recruitment market, but they favor a voluntary system instead of creating binding legal regulations. Agencies which recruit in compliance with fair and ethical standards will soon be able to apply for a voluntary seal of quality. Is this the solution?

    For decades, many Western countries have relied on foreign workers for cheap labour instead of training locals and paying them adequately. This is why local university/college grads struggle to get jobs in their field. They expect to be paid fairly and treated decently and know their legal rights. Foreign workers are easier to exploit, plus the cost of their training was paid by someone else. The promise of a "better life" in the West has often been enough to lure them.
    But that strategy is finally playing out. We are due for reckoning in the labour market.

      This has been happening since transatlantic slave trade. When many freedmen we’re the new skilled labor force, after years of working, like normal, they expected more pay but instead over the centuries the west have taken advantage of migrants to do the same jobs for less. And it still happens in this day except now it’s a problem for all working class people from all groups.       The ECB & FED decided for us, as they are democratically elected officials that we want jobs at all costs. Hence they minted a few trillion to buy bonds from banks to give them liquidity to give out loans to increase economic activity and hence jobs. What happened was we got a lot more low paid jobs almost no wage increases last 10 years while asset prices sky rocketed. Essentially cheapening labor income vs capital income. Therefore you end up with extremely high house prices, rents which are not reflected in inflation figures because those are not an objective measure but a subjective number. Yes subjective, inflation is subjective! How? It is a weighted sum, the keyword is weighted, how is it weighted? Oh, that's the juicy part, it is weighted according to whatever narrative they want to support. The narrative was the economy is weak and needs central banks to print money and infuse it in the financial system. Of course this benefits every day workers, for sure, they are the ones awarded stock options for their labor. Duh!

    Philippines have managed to minimize this problem by creating POEA (Philippine Overseas Employment Administration). All recruitment agencies in the country are required to have license from POEA to operate. List of licensed agencies are always posted and updated so people can avoid being scammed.

    I'm a nurse here in USA. Have been for 20+ years. It is a very high stress level job also here in the USA and I'm more than sure it that way world wide. I believe the reason for the nursing shortage is because we are now taking care of the baby boomers from WW2. They are now the elderly and getting ill and dieing. It's a huge mass of people when WW2 ended and soldiers during that time went home to their families and started having children. Hence "the baby boom." Well, now all those babies are now elderly. To many people to take care of. Plus, the battle of the covid virus multiplies the demand of nurses at this time. Take in count the low pay, poor benefits, overworked shifts because there is no one to replace you, risking your own life to covid and the burn out. These are the reasons why our profession is slowly dieing and no one wants to be a nurse anymore also contributing to the shortage. Period.

      And the big climate cost is not even considered yet.
      I think over 20 years China will be more advanced then Europe. With some blackouts paired with some other "pandemics" Germany will look like 1800 again. Who knows? As long as we think we can safe the world.

    As a latin american I find this outrageous, how come now applicants owe money to these agencies which profit with lives without any liability? This is modern slavery and a total dissapointment of German institutions. We use to admire the integrity and righteousness of Germany back in our countries but it seems there is always some bad apples in the basket or as we say in Mexico "en todos lados se cuecen habas".

    It's happening here in Canada too. I am Canadian-born and frequently see international health care workers. While I do not mind since there is a desperate need, the government needs to act by allowing wage increases, particularly for nurses and nursing aides. The industry needs to make it attractive to domestic workers as well by improving working conditions (Staffing ratios and wages). I also agree there should only be the required language of English or French only spoken on the floor unless a patient does not speak English or French because foreign languages on the floor make it a barrier for non-speakers such as myself. I find some of these international workers have little to no interest in assimilating to the local population and that just creates a sub-society.

      This is not strictly a matter of wages. Candidates are being turned away at an educational entry level because the system currently does not have the capacity to train new hires. A shortage of workers has caused increased working hours and responsibilities as such they are less likely to train people.

      @@jonfox4022 Wages ARE an issue for health care workers in Canada. The government of Ontario actually passed a law limiting pay increases for nurses and other health care workers (but not police hmmmm). This is driving people out of the field, and fewer people are going into it.

      while i see your point of making sure that these foreign med. workers do need to have certain proficiency in English in order to work in a Canadian hospital, i don't see a problem for these people not to assimilate to the local population. I hardly see Canadians, Brits, Americans who live and make tons of cash just because they are white in my city ever have an interest to learn our local language either. And i never see it a problem. The less one tries to integrate into the country, the easier one can do it. It happens naturally.

    I have few nurse friends who applied to Germany, and they were just started to learn Deutsch! And I hope they'll passed and help!
    Philippines, as an always target of DW when they called our government that they messed up handling the covid pandemic, is now, fortunately, getting better and better everyday! Filipinos are caring! We may be not rich as Germany and a target for humiliations from the West, but we.do.care.and. love! Take that DW! We're watching you!

    Dear DW, could you please make a similar documentary on a university in Saudi Arabia that does almost the same thing as the recruitment agencies in your documentary? The university is prince Sattam bin Abdulaziz University. I signed a contract with them in my country. In the contract it said i was eligible for a fixed annual increment of 400 Saudi riyals. I accepted the offer, and so i quit my job in my country. I travelled to KSA. A year later, i got no annual increment. I asked why. I was told i'd already reached the max salary scale offered by the univ to non-saudi nationals. But i was told i'd be able to apply for exceptional increment of 400 every three years. However, a yr later, the univ made us sign a declaration in which we relinquished our right to any increment. Those of us like me who refused to sign that unfair declaration were fired. Nowadays, i hear from past colleagues that only Saudi employees get their annual increase, whilst non-Saudis get no increase at all despite the fact that their contracts say they do.

If people in the so-called poor and developing nations understood that they are supporting our whims and stopped doing it, the world would be a better place. It is disgusting to watch what is happening in the world. Our ancestors imposed capitalism on the whole planet and it is literally destroying us all. We need a better system where we can work together as humans, not members of "rich" and "poor" countries.
      And I know it may sound odd, yet in our rich countries, most of us are struggling because the cost of life is insanely high. Most of us are just slaving off at the job in order to pay bills and constantly consume new products. It is a disgusting sight.

    Nursing degrees are very expensive and take years and a lot of intelligence. But the job is to be like a maid in some hospital. Now with the shortage, Nursing should only be 2 years or even 12 months.

      @@Gexmini I am a registered nurse and I do believe that at least half of what we learn in school is a waste of time and money. The curriculum can definitely be streamlined but the universities would have a hard time losing half their income.

    Filipinos will even work and migrate there even if the pay and benefits are way below German standard. They can earn there 10X as much there versus here plus the opportunity to leave the country for good in exchange for better status in life.

    What if instead of making the German language courses presentials , offere them by zoom. In that way, nurses who are interested in the recruitment process don't meed to move to other states or quit their jobs to carry on with the language courses. Offer more flexible learning hours adapted to nurses working times. In that way lots of trouble can be avoided for the nurses, for the agencies and hospitals.

    I think the Nurses prefer to quit nursing jobs and shift to more decent job rather than work like maid in hospital, there are factors that no one like to take nurse because of rude patients, doctors i just can't take if i were them

    Caregivers for seniors in USA don’t get healthcare. And work more than what they’re paid for…. There’s an opportunity cost of living in someone’s house 24hrs and having a fixed flat rate.

    That German woman who befriended me on the bus from La Paz to Arequipa and through to Ica on the way to Limá-she worked at the hospital as an aid to her mother, a doctor, and it is impressionable about German solidarity that she is allowed to do that.
    When I got my Yellow Fever vaccine at the main hospital in Arequipa, in the non-delivery maternity out-section of the hospital the nurse wanted a reason why I wanted the vaccine and the doctor gave the answer for me-travel to Brazil. I had certainly considered traveling to Iquitos after seeing Jakharu's travels there, and you certainly need the vaccine to go there. Svetlana got the vaccine in Russia, and was insufficiently appreciative of the price she got, considering that there is no need for the Yellow Fever vaccine in Russia (just like there is no tropical fruit in Russia) and thus the vaccine had to be special ordered.
    Joel Blair did like his gin and tonic, and it was real, if extremely diluted tonic.

    If only the Hospitals 🏥 stated what Agencies they work with for staffing if they do not hire people themselves.

    Solution: Encourage & mandate your own native people to take up vital technical trades, such as practical nursing!!! Aging populous, that's a lot of countries! What this comes down to is not teaching your own people and preparing them for needed labor, no they shouldn't have a choice when something such as medical care is desperately needed. Pay them generously considering the high risk, stress & educational requirements, and Berlin is actually considered one of the more affordable of European cities although I would guess is still expensive like everywhere is becoming if it wasn't already. To me, this predatory & sad issue wouldn't be going on if Germany supplied its own employment and I simply do not buy the excuses of having an older populous, the younger generation does not value science or medical career opportunities and I blame liberalization in poor public schools which we suffer from in the US as well. These younger, capable people are opting out of anything essential to keeping society afloat and then whining about being poor & unemployable. Meanwhile bringing in foreigners is never ideal, they belong in their country taking care of their people. They don't deserve to be conned, defrauded or scammed!!! Germany has relied too much on importing their help, for decades since the war ended. Time they stood on their own two feet and educated their native people's in such necessary & urgent fields and implement mandatory training if need be. They have plenty of Germans in Germany that can work, the people choose not to and the govt needs to enforce the care of it's people and pay handsomely, accordingly. The younger generation does need to take on critical technical skills and seek out schooling, training & jobs, depending on what's needed and if you're skilled in medical then you'll always be employable. I blame the govt for not valuing enough to emphasize medical sciences & the pursuit of such, with the habitual idea to import foreigners and clearly if they aren't doing anything about this expose, I believe the pay isn't adequate or something is terribly wrong as people not going for it but blame the people too, for making poor choices and turning their nose up at the thought while portraying themselves a victim of inflation in this world.

      I agree with your opinion. I think a similar thing happens in the USA and the Mexicans and people from Central America. In general is the despise for the care work and the reliance on foreign migrants to do those jobs. As you say, each country should take care of their older people and in every society we should appreciate those who take care of the sick and the old ones. We should pay them more, we should train them correctly and we should respect those workers because the job they do is super stressing and super important. The same happens with the cleaning jobs. It is boring, it can be unsatisfaying but someone does it and in general is the most poor women of every society. We should value those workers more and the work they do. And we should try to do it ourselves more, if we make a mess we should clean it ourselves.

These stories of exploitation wouldn't be going on, it would prevent all this hassle and the native populous would be stronger for it!!! Letting people opt out is precisely the problem. If my parents hadn't made me tough it out, I'd be in poverty now and wouldn't have had the world of opportunity open up for me so yes, making people do some things in life is NOT so terrible and in fact desperately needed!!!

    Probably the same in US. In Houston several hospitals only hear Tagalog and mylama all shift. Not enough being done to grow and keep native nurses.anywhere. whole situation would change if what nurses do was respected not monetized like piecework

      @@t4squared Honestly don't know pay all around world but in US the stated pay /benefits is manipulated weirdly.Told there is shift and weekend differential but then after working off shift on weekend get canceled on weekday and paid less and being told you didn't work enough hours to get differentials, being denied PTO"due to needs", forced overtime, lack of health insurance. Many times had to use credit to buy essential groceries. Hospitals try to run with as few staff as poss not because they aren't there, they don't want to pay. So glad to be done with it all

    Study at foreign country instead signing the contract just to work there is a two different thing. Cuz when you’re a student, not only you able to learn the language, but you would able to slowly understand and assimilate yourself with the culture. For me whose passion is to travel and learn others culture, to study abroad is a great deal for me. I love French and German language, art and culture, and even took the subjects to understand them better. Now with the news of war, social collapse that slowly creeping in, and people are getting more and more divided, i kinda having a second thought about getting my degree and work in Germany. All around the world has shortage of nurses, and everyone worldwide needs all the healthcare workers they need, yet these greedy business minded people put profits before not just their own people, but other human being who actually willing to choose a career that barely anyone chose as a first choice. I would be pissed too if I signed up to join a volunteer group to South Africa only to be scammed to pay more than required. Good lord, even doing an honest job the scammers wouldn’t let us off the hook. It’s really just about money.

    I am a latin nurse and spent a couple of weeks in Berlin for holidays... i really felt the spread and proud racism in almost every german i met in what is supposed to be the most "open"/liberal city of the country... every interaction was horrible,, as described in any history book but in 2020... i wouldnt work in Germany even if it will be my last option to be alive... now, sincerely, when i meet germans on proffesional background or when they come to my country for holidays, I keep my distance and even cross the street... the wwII could have ended, but people remain the same...

    Hospitals worldwide are enormous bureaucratic behemoths, like universities. If an agency supplies staff who are inadequate, they will go out of business. In my country the Filipino is considered a reliable, trustworthy, hard worker. This video has picked up on a crappy agency in order to make a film. Sadly, people were duped and ripped off, but thankfully the company's been exposed. The Au Pere system is a similarly poorly regulated one where young girls often have a wonderful experience with their host family but often end up veritable slaves for the unscrupulous!

    It's a difficult situation, but from these videos, the brazilians on the interview cannot speak English, this would be very hard for them moving to Germany a country where the language is not latin or similar, cultural barriers. I'm just wondering in which language those interviews were done. But in no way the hiring companies should charge the hired ones.

    The most important is when you imported health workers they need to speak the language of the country they emigrate to ? Also you must know that the qualifications of new nurse match the standard of the health in the country you emigrate? Most of the health standards in Eastern Europe and Asia South America is very low !

    Good country. I should say that learn German in 5 months is hardly usual. One of the nurses pass listening, reading and writing after study for 11 months in Brazil … that is impressive! However, she failed speaking. Totally understandable because she live in Brazil, she did not have the opportunity to improve her speaking. Despite these facts, she was penalized! Thats really bad.

      Don't ever mention minimum wage. If you're a qualified nurse it will be relatively easy to get a job especially if you know the language. But mentiioning the minimum wage the agency may take the difference between what you earn and disserve and what you will get.

    Why don't you finance young germans' University ? You need to speak perfect German to work in an hospital with patients and doctors who speaks only German . Medical terms and medications are different in every countries , a mistake in translation can be disastrous .

    Are you people taking up these recruitment language course before a work visa is already granted?
    I would wait until I get a visa before starting anything. It is Embassy who approved or denied. Unless Germany doesn’t required visa entrance.
    Sound like a scam to draw attention to those interested. They probably know you will failed halfway taking their language course.
