Well Cloud never really had any strong friendships and he only believed his relationship with Aerith is temporary hence why he was very surprised to be offered a High Five. This is why he was so broken when Zack died because he was the only friend he really had after being excluded by most people in his life.
Surely he knows what it is. But he is very unused to actually doing it "in practice", and coordinating with and responding to someone else accordingly.
Poor Cloud is so socially awkward I love him 😂😂 Fun fact is, in Japanese his dialogue and way of speaking is goofier than in English ! (Not saying I don't like the English voice, I love it ! Just that it's definitely worth checking out if you love Cloud or want to know his character more!)

Maybe we should share this video to all Dunkey's brainwashed fanbase so they would know that context is everything.
