its been already confirmed that he ll be for free and will have his own banner too in the first Half of 1.2
One interesting theory I heard is that releasing male characters for free is actually better for their sales because male characters don’t sell as well, and by giving him away for free, players will be more likely to feel obligated to try pull his weapon therefore bumping up their revenue.
I didn't expect Kuro to go the PGR route for WuWa. It's insane if this is true. This is good for revenue in the long run. And for those who spend based on how they're getting treated by the company. Also, free 5 stars are always marketing ploys. I deleted HSR and went back due to the free Dr. Ratio. Unfortunately, I deleted it again. Not really fond of HSR's approach on turn-based combat.

my personal prediction is that sale will actually be up. think about it. if you not going to pull for the character, there is no reason for oyu to pull for his weapon...now you see? now that everyone have the same character...now much do you want to bet that many of those people, who dont have calcharo, or think calcharo is under perform will decide to pull for hjis weapon? specialy when Wuwa weapon banner is so good.

Tbh I would have been much happier if Zhezhi was the free 5 star character instead because Kuro Games just keeps launching banger after banger with waifu characters with each update and it would help me save my Astrites for future characters beyond 1.2. I really love Zhezhi after seeing her teaser banner and gameplay animations. On top of that I heard she is going to be a really good Sub-DPS character for Jinhsi due to giving buffs to her since I'm still trying to build her team. I was all in on Changli or future rerun for Yinlin but after Zhezhi was announced. I'm all in on Zhezhi now due to me loving her and able to provide great Sub-DPS for my Jinhsi. So excited for 1.2 patch and happy to get a free 5 star character either way because Genshin could never!
