Mostly local, mid-level suppliers were caught on that network. The further up the chain it goes, the further away from any kind of commercially available device will be the voices of the actual bosses. There are probably people above the likes of the Kinahans, or at least protecting them (or were), and they are probably closer to "alphabet agencies" than to the streets.
