The system sensor p2r is a hardwired alarm meaning it doesn't have batteries it's probably something like somebody put way too many devices on the notification Appliance circuit. Remember this isn't residential this is commercial most things in commercial are hardwired
The fire alarm control panel has the battery’s. And the reason for the advances “dying” sound is the control panel coding it to code 3 and the advance is trying to code its self. So when it looses power all the remaining power in the capacitors drains out.

I don’t think it’s broken. I think it’s set to a 2 stage alarm so it will make these sounds for like 30 seconds then do the actual alarm. It’s used to notify staff that someone’s pulled it.
It probably cause by a faulty supply of power transmitted towards the pull station which my have causes the faulty supply or my maybe because of the faulty battery of the alarm is dying at some point and the wiring is messed up or it faulty it place where it whither make the alarm sound like that which effects the strobe since decent amount of power get from the alarm and the pull station by the supply this would obviously get replaced in cases of a actual emergency and by Far my may just be faulty supply or wiring from either end of the negative and positive side which can affect the alarm system and possibly not alert the people about a actual emergency
