You have to listen attentively to the minister, Sesi. He is talking about the scarce skills jobs in SA. He is just following the policy of the government, like the previous minister. Scarce skills jobs are in the government gazette. It's not something new. Leaders of every country are looking for people with skill that can not be found in their countries. He is not saying he is inviting people of low skills into SA to compete with South Africans for low-skilled jobs. The minister alone can not change the laws of the country, but the government and the citizens. You didn't even hear him when he said he is gonna visit construction companies and farms to look for illegal immigrants so that they can be deported. Don't listen to one clip about the minister and start to critique him because of his colour. Don't forget that every country, including Kenya, has people who are not educated. Low-skilled jobs are reserved for those people.
What kind of "scarce skills" is he referring to? Because many South African inventors and scientists are getting supressed by the government. No one out there can be more skilled than an innovative inventor. Inventors can even adapt to other people's technologies and correct mistakes. Maybe the government should start up special schools for gifted individuals. Most times countries produce skilled individuals but choose to ignore them and prefer to look to the West. This problem is prevalent in Africa. The African governments deliberately stifle local innovations that could lead to local technological development. There is no "higher skill" higher than technology, don't be fooled.
@SomeOne-yv8jf Maybe the DHET can respond to the question. The critical skill list is developed by that department. The DHA and the DEL are just there to implement. All those departments are guided by the parliament.
