Hmm, I've followed everything here and my form is still showing the "sign in to Google to save your progress" line. I can't figure out why. I've tried chatting with Google's help desk and they said they've sent my request to engineering, but who knows if I'll ever hear from them. UGH!
It might be worthwile to sign out and back in to your google account and also restart your computer. Also, make sure that you changed all every one of the 3 settings noted in the video. There is also a setting somewhere for the automatic collection of emails, that should also be disabled, good luck!
Tried this Steps for my Google Forms But it still Request Login if click the Link thru Phone. But, if I click the Link thru Desktop it doesn't require login sometimes

There is no need for the autosave option right there. It works as shown, no need to worry

it is crucial to disable SAVING within the form settings and also disable the option to collect email addresses
It works for safari and not for google chrome. Any ideas why?

It is imortant that in GOOGLE FORM SETTINGS: Collect email addresses by default - you choose: DO NOT COLLECT
