Do Google Form users need to have a Google Account to fill out the form?

The simple answer is no, except if you want to only allow them 1 response.

My limit to 1 response is off and it is still requiring people to make an account before filling out form. How can I fix this

Check if other settings are turned on that collect email addresses, Verify Email Address, and Send Responders a copy of their responses are potential reasons for this.

Google forms will require sign in if the form has a link to upload documents to the drive

If you have a file upload on the form it also requires logging in to gmail

True - but for most forms you don't have to have a Google Account. The owner of the form controls this.

Look again Fepa. I will bet you missed turning off login required.
Do you collect email address as Verified? This will force login
Are you limiting to 1 response? This will force login
I have the same problem now and then as well.

do you require any documents upload, like passport, resume , etc ? then that will surely require a sign-in. To disable that , you need a plugin
