on god -both periodically battle you throughout the game and serve as a sort of rival -both turn up to be evil -both have something off about them even before revealing their true colors -both use a legendary in their final fight -both have very tense battle themes (though thats not really relevant)
Since Cynthia can be encountered at Undella Town in modern day Unova, maybe in a hypothetical Legends Unova game, Volo could appear at the same place. The Arceus plates can also be found in the Abyssal Ruins which is in Undella Bay, so it really fits together perfectly. As for his plan, I'd like to see Volo attempting something similar to the Operation Tempest (BW96 and BW97) arc in the black and white anime (one of the few good parts of the bw anime lol) in the operation Team Rocket tries to capture Meloetta so it can summon the Abyssal Ruins to the surface. They also unseal the Reveal Glass with Meloetta's song and in the following episode the genies appear and change to their therian forms. In the Legends Unova game they can add Enamorus and maybe the therian genies can be battled similarly to the noble pokemon in pla.
