Little sans' max bone rush is kinda powerful, it legit can make players die to it by the fact, you literally shoot almost all of the bones at once making you deal more damage.
The only chance of you maxing little sans is by being in a low win server there are more chances also don't use bone jump, instead use bone zone, sometimes use force to make people back away and bone rush for defending yourself, blaster is the only good offensive move
Littlekiller is a very good character if you know how to play him, also you forget about littlelowtier that just adds the low tier's screen passive and a final box attack. (P.s. don't say littlehyperdust because it's just hyper dust's moveset and stamina).
(ok, I did specifily exclude 10k exp skinss tho, also, littlekiller can probably be good, and I'm not very good with using him, but I've fought them before and they take a long time, like Littletale, but I think littletale is better, though its oppinion of course)

also always do the blue soul+ bonejumps + bonezone its a very OP combo... (WARNING IM ABOUT TO SPEAK FACTS) if you use the blue soul ur unable to jump soooooooo it turns the bonjump into BLUE. now hear me out, if you use the bonejump + bonezone its free damage because the charas will have to stop walking to avoid the bonejump. meanwhile you use the bonezone at the same time then the charas have to keep moving to avoid getting hit by the bonezone... so if they MOVE to avoid the bonezone they will still be damged by the bonejump...... and if they stop moving to avoid the bonejump... they will still be damaged by the bonezone :p

I went from 0 - 600 exp on a server filled with reset 1000 plus won players. I think you just have a skill issue ngl

Little sans depends on skill but ULC should do the scaling thing that UMS R did.
