1984 Topps Football John Elway Rookie Card Grading Evaluation

Bought this 1984 Topps Football John Elway Rookie Card hoping maybe the surface issue was dust. As it turns out, it looks like it is a scratch or chip. Other than that, this card looks pretty good.
