The beautiful thing about art is that the original intent of the artist means little compared to how it hits you. Personally a song that talks about compliance, political violence (toy soldiers) and fear & also shows imagery of medicine, masks and evil intentions hits me hard. The song was written way before the events transpired and isn't exactly tied to 2020 government overreach but I can't be the only one who feels hopeful that such song was allowed during the time all of it was going on.
