The transform tool on move, it helps to have grid snapping on too so it's level. ^^

I think you can transform and resize certain items in story mode now.

This is sandbox mode, on PC you press G to go into flying mode, not sure what it is for console though ^^

I don't believe you can place them in the ground like this in story mode as there is no move tool.
