- Palpatine gives his speech in the Galactic Senate, declaring the birth of the Imperial Stormtrooper program as an official replacement of the former Republic's Clonetrooper Program, as seen in Star Wars: The Bad Batch Season 2.
Wanted to get some 4K HDR samples up from Bad Batch Season 2 as well, though no set date for S2's cuts has current been determined. You know the drill. Keep an eye out.

Palpatine’s always many steps ahead of his enemies.
Palpatines plans are usually simple. Less moving parts means less to go wrong. They usually involve an expendable proxy fighting an equally expendable foe. He uses the conflict itself as a means to an end, while not overly planning on one side winning or losing. Once the proxy has destroyed his opponents or proven not up to the task, he disposes of them-often using a new proxy. It was the fate of the clones, proxy soldiers for the revenge of the sith. And it was the fate of Rampart, tho I suspect that was simply the punishment for failure. Even down to Vader vs Luke.
He's the master of constructing win-win situations for himself. By fighting at all, you lose.

Classic Palpatine. Pretending his actions were perpetrated by others, and then swooping in to "save" his people from his own machinations. It's almost impossible to win a game against a player who controls the whole board.
Also, I love that "you have failed me" glare he gives Rampart when talking about him suffering the consequences.
I wonder whether that glare was merely the chance result of animation; we perceive Rampart as a cold, smooth, cunning man, but in Palpatine's eyes he is a greenhorn who might well fail. I imagine only Thrawn, Tarkin, and Vader command any respect in his judgment. Besides, Palpatine is unlikely to make Rampart privy to his schemes; he simply is not senior enough, the rank of Vice-Admiral notwithstanding. It might, therefore, not be so much Rampart failing him, as situations unfolding in one way among several ways already anticipated by Palpatine.
@@SamvedIyer Rampart was set up as an expendable proxy if need be, but Palaptine did give him a plentitude of advantages that his plan could succeed.
The punishment for failure will be, I fear, severe. Palps is not as forgiving as Vader. He won't kill you if he still has a use for you. But pain? The amount of pain one can sustain is near endless, after all.
He better hope Palps is in a good mood.
@@dustinjones7458 That is true. Vader grants the mercy of immediate death. Palpatine does not. I think it was in legends that Palpatine kept killing, with very brutal means, and then resurrecting, an engineer associated with the first Death Star. This was while he was forced to work on the second Death Star. When the New Republic tried him for war crimes and sentenced him to death, he asked them, reportedly, to ensure that his death was indeed final.

@@dustinjones7458 Not Rampart. I was referring to an engineer associated with the first Death Star, whose name, unfortunately, I forget. Probably in legends. If I remember correctly, it was not so much a clone, as the same person resurrected time and again.
The way he says Imperial Stormtrooper is simply perfect. Ian's voice is just iconic, and there's no moment where Palpatine talking doesn't send a chill down your spine.

At least a few of the senators/galactic leaders he had turned, he did so merely by offering them what they wanted in exchange for their fealty. Senator Oorn Fri Taa (probably not spelling that right) and many like him wanted and received power, and prestige over their enemies, from the new empire (in Taa's case, power over his planet and over his rival Cham Syndulla), Members of the Banking Clan, the Corporate Alliance, and other high up CIS figures he initially tempted with the lure of financial gain, as well as groomed their replacements for the end of the clone wars when he intended to have them all wiped out. Military leaders like Tarkin he turned by manipulating their ambition and animosity towards the Jedi, while leaders like Yularen were accepted into his fold to keep his regime going. The intricate web of lies and manipulation that Palpatine wove is nothing short of remarkable.

Never saying anything wrong in any negative manor that would take away his so called caring for the galaxy persona..
His fully believed with conviction in forced on the galaxy that his words alone and simple robes and cane wearing image that was all that was needed. If you pay close attention, other emperors from other time and spaces from any other universes always wear the fanciest of attire with jewels and whatnot but not Palpatine, even as he gained an untold amount of wealth from becoming emperor of a whole galaxy..
More like his knowledge of financial incentives and fear mongering.
I really love how Ian preforms as Sidious now. Since Rebels he’s made him sound a lot creepier and intimidating
I feel like there’s the public Palpatine who has this strong, intimidating, no-nonsense presence…and then there’s the gleeful Sidious who enjoys playing with his victims, like we see in Return of the Jedi. I’m not sure if this is a conscious distinction by Ian or the way his performances have evolved.

The look on Bail Organa's and Riyo Chuchi's faces is nothing short of hilarious. It just screams "God damnit, that deformed bastard did it again".
A statement along those lines came from Clone Force 99 AND Captain Rex in the aftermath in the form of "he twisted the truth to his advantage". Palpatine basically did with Senator Riyo Chuchi's exposing of Admiral Rampart what he did with the Jedi's attempt to arrest him since the Jedi KNEW how dangerous it'd be to let a Sith hold a position of power.

Palpatine is such a genious he is smart not to sound authoritative despite having no opposition in power, Palpatine knows well he ought to give "bread and circus"
He will probably phase out the clones with the pensions by acknolwdegement he gave to senator Chuchi, this is clearly the "bread" part, he is giving to the people
Then he has given circus by arresting Rampart as a scapegoat.
An emperor could just say it, "Our Old Army and it's officers have become corrupt, so i shall veto the bill and inmediately replace the existing structure from my imparcial authority"
Instead, when he is clearly in favour of the Military bill, he is so carefull to never appear biased towards his very own interest, CLEVERLY phrased by him as "It is my opinion that his bill is our future" , never once imposing it, but making it palatible to the senate, so that their choice shall be in favour of the bill, keeping the "circus" ilusion, which is the flawed notion that the senate has the power on such a matter.
I remember in one of the SW novelizations that, pre Disney canon, Palaptine had a largely positive public perception for most of his career. He issued no orders or proclamations, was to content to let others steer the ship. Most people were convinced he was a 'good man' who had simply been made a puppet leader by the Imperial High Command as a way to explain the crimes of the Empire. It took the Rebels to actually expose his culpability.
His trick was that he willingly ceded power to them outwardly, while secretly maintaining an air of rule by terror in the realms he wished to control. The death star was the ultimate example of that-a weapon designed not just to silence insurgencies, but to keep the Imperial command in line through Superior force.
So… in other words, it’s an executive order from Palpatine.

Palpatine learned from the best. Octavian Augustus went to great lengths to make sure he appeared only as one among equals and avoid trappings of open monarchy, some of which brought Caesar to his doom. However, this was still early Empire. As we learn from New Hope around 20 years later, he would eventually dissolve the Senate. The whole process, started already back in the beginning of the saga, was essentially slowly boiling down the frog, chipping away and adding more and more legal powers to himself.
The absolute irony of billing the Stormtroopers as soldiers with MORE individuality than the clones, who will question illegal orders when given. The absolute balls of this man.
In hindsight, I wouldn't surprised if he dissolved the senate right as the deathstar was finished so none of the rebel sympathizers in the senate could try and use this past moment against his current actions.
Cause..yknow...if clones are bad for destroying a city due to blindly following orders...then what does that same logic say about the troopers who just stood by as a whole planet was obliterates.

In the beginning of ANH (the "I find your lack of faith disturbing" scene), the Imperial officers are discussing the Death Star with one pointing out how sympathy for the rebels is growing in the senate, only for Tarkin to walk in and inform them that Palpatine literally just dissolved the senate (not like they had any real power anymore)

I love this scene because it's so different from the speeches he gave in The Clone Wars. Whenever he gave a speech there would be applause or displease from the senators, there would also be the voice of the "people". But in this scene it's complete silence, nothing but Sidious and his bone chilling voice. Sets the tone completely opposite from the Republic.

Only Palpatine could make the implementation of a galactic military unit that can't hit targets for shit sound legitimately terrifying.
I mean, the Clones slaughtered and enslaved the Wookies meanwhile the Stormtroopers were defeated by the Ewoks
Usually, it was plot armor protecting the cast. But most of the legions, like the Imperial 501st were actually very spot on with targeting. Granted, in A New Hope, much of that legion was mostly recruits rather than clones. But I do agree, anything dumb that might not work is still terrifying to hear under his voice.

After the Clone Wars, Palpatine no longer needed an elite army that can fight wars, he wanted an army that would police the galaxy
The Death Star and other Superweapons was meant to terrify all worlds to submission

So the Stormtroopers would be trained to be gloried police solders instead of elite warriors like the Clones were
So it’s not really the Stormtroopers fault, they’re well equipped and were formally trained regardless. But their leaders intended them for a different purpose which held them back from the skills they would have had as elite solders
Rampart's arrest was so satisfying
He’s probably going to be set free after this and pardon his mistakes. Rampart is still a genius they don’t want to lose, especially the chain code by him was a huge success, even though he was used as a pawn for this moment, the empire don’t want his skill and talent to be thrown behind bars

Apparently they can use his voice forever. He has sold the rights to "his voice" to lucasfilm and has many lines and sounds recorded in a machine that generates human like voices (the same one they used for luke)

@@Mitthradata And the same tech for Vader in Kenobi. And it's surprisingly good, it genuinely sounded like a real voice actor and I didn't realize it wasn't until I was told that information after the fact- had no idea James Earl Jones retired.
I kinda hope Ian also gave blessings to use his face so that they can still do some limited life action stuff with Palpatine, but it's fine if he didn't.

Ah, yes, Palpatine using the fact that clones blindly follow orders as an excuse to bring in the new era of elite Imperial soldier when that was the one thing he relied on to ensure Order 66 was carried out.
Also, I like how he used his Revenge of the Sith voice here as this series is still fresh off that movie.
And, my God, this animation is the best it's ever been.
C'mon what did you expect? This creepy voice was voiced acted by none other than Ian McDiarmid, the same actor of Palpatine/Sidious during The Clone Wars TV series, Rebels, and the IRL Prequel movies (Episode 1-3)

The reason Palpatine's "Revenge of the Sith voice" sounds so much raspier than his "Return of the Jedi voice" is because McDiarmid was only 39 years old when he played Palpatine in ROTJ.
@@realjoemavro I get age is a factor, however I like how Ian has the skill to still sound a lot like the Emperor did in ROTJ. Case in point his cameo in the Obi-Wan series where for most of the scene he speaks with a voice reminiscent of his 1983 voice but switches to his Revenge of the Sith voice when he wants to get his point across.
Any time that Sidious is on screen is a pure delight.
He's 10 moves ahead of everyone and is beyond powerful in every field.

That is true, by the way you referenced my favorite Arrowverse villain Adrian Chase aka The Dark Lord Prometheus the main antagonist of Arrow: The Mystifying Web of Prometheus
I love it. Its also show somebody somewhere at Disney knows how Augustus' greatest trick was letting the old Roman Sente think it was still in charge. And this mirrors that beautifully.
I'd say that trick was something more for his successors, I'm fairly confident the Senate once Augustus had won the civil war and in the time after that was rather aware they weren't the ones in charge. Towing the line was almost certainly a better career, and life, prospect than going against the Man who'd had many of their elder relatives murdered during the 2nd Triumvirate's Mass Proscription of the Roman upper classes.

I know McDiarmid's Palpatine voice hasn't changed substantially since the prequels, but I love the slight growl he has added to his voice. It's so bone chilling.

Uses droid armies to start a civil war, "beats" them with a clone army, makes the clones obsolete on the grounds of them being too dangerous, replacing them with storm troopers. Palpatines strategic thining is incredible.
So this is how loyalty dies.

@@piratamaia It's a franchise plot that Palpatine decided to step aside after the rise of the Empire. His objective (at least in canon) was to let his subordonates, like Mass Ameda and Tarkin, deal with political matters while he and Vader would focus on the manipulation and mastery of the Dark Side. That's why he established the Moff system : Moffs would have complete control over a specific region of the galaxy, answering only to the Emperor (and Vader to an extent) while as the Vice Chancellor, Mass Ameda would lead the imperial council and deal with day-to-day law measures on Coruscant. That way, Palpatine would pretty much abandon "mortal" affairs and give all attention to the Force.

What a superior acting. Ian Mcdiarmid can breathe in life in any Star Wars show. Even such as this one.
On the other hand Emperor's monologue demonstrates the fact that the writers can create good content. I mean I can't possibly be the only person who felt the quality shift during the episode. And so It makes me once again question the very structure by which the Disney Company operates. I'm sure that Dave could do better. He's not great, but he can deliver when given time.

I do like how the anger and disgust shown by the Senate towards the destruction of Kamino's civilisation foreshadows how the entire galaxy will react the same way to what happened with Alderaan. The Empire may have made planetary genocide its hat, but that doesn't mean people are going to stomach it.

When palpatine appeared, i got chills, cause i knew things were about to get interesting!
This scene was chilling. Many times during the clone wars we saw the balance teeter between good and evil. Sometimes Palpatine suceeded, but many times he failed and needed to reassess his plans. This was pure domination. There was no chance. And though we already know the outcome, its crazy how much they make it feel like he already won. Checkmate was called long ago, the galaxy is his, and it'll be many years before someone can even dent his hold over it.
There's a reason this era is known as the Dark Times until Luke brings hope back by blowing up the First Death Star

When that alarm sounded I knew it was gonna go down
I like to think this wasn't the Emperors original plan for bringing the Stormtroopers into being. I bet the original plan was to just have the bill passed, but as more roadblocks appeared he started to try and turn the situation to his advantage. Rampart was slowly starting to cause them Empire issues and this was a perfect opportunity to kill 2 birds with one stone. This is why he ascended into the chamber to speak at the right moment, not because it was the plan but as a 'just in case things don't go my way I will make them go my way' sort of plan.
Yeah, I've seen a bunch of people commenting that this was Palpatine's plan all along, that he wanted Rampart to get found out, and like, no. That's not how Palpatine works. Rampart was a very useful subordinate, but he was attracting too much heat. At this point, Rampart was too much of a liability to keep around.
In theory, Palpatine probably could have protected Rampart, but why should he? It would only cost him political capital, would probably kill the bill stone dead, and taint him by association. Far simpler to sacrifice Rampart and move on.
Yeah there's no way everything in the prequels went 100% along with Palpatine's plans, he just has a natural talent of turning a lot of situations to his advantage

Ramparts failure probably wasn't planned, but I'm certain his intentions always involved conscripting citizens. More meat of the butcher shop that is war, more worlds and citizens to be further indoctrinated by imperial propaganda, much less money to spend.
It was Palpatine's plan. Rampart was literally saying he was following orders as he was being dragged away. He wasn't lying, he was following the Emperor's orders the whole time.

When all is said and done, Sidious only cares about his own power and knows that the Clonetroopers (who were skillful enough to kill Jedi) could be a threat to him.
Regular Stormtroopers who are nowhere near as experienced, however...could never land a shot on the Sith Lord.

This bastard seriously threw the Clones under the bus for being _too loyal,_ while having mandated and utilised that very same loyalty to execute his plans. The Batch, Omega, Rex, Chuchi, and Bail played right into Sidious’ hands. By exposing the destruction of Kamino and letting Rampart take the blame, they gave Sidious his reason to scapegoat the loyalty of the Clone Army as a threat to the Empire so the clones would be decommissioned and the need for the Imperial Stormtrooper Program would be approved. Order 66 not only destroyed the Jedi Order, but the Clone Army as well. Sidious is literally always 10 steps ahead of his enemies. All the more reason why the birth of Luke and Leia was to be kept a secret until the time was right to destroy the Galactic Empire.
