Tilt the Control Stick or press the Down Directional Button (towards you), bottom right or down left (depending on where you're facing), right or left, and attack button. (Down, ↘, ➡ or Down, ↙, ⬅, Square).But you need to be at full health before preforming the Hadouken. That's what I assume the full health thing from the original SNES version.
