The real question is: how much money did they spend on this commercial for the voice talent? They have Frank Nelson (cow), Paul Frees (fox), Paul Winchell (owl), and Herschel Bernardi (announcer). (Ralph James was the turtle; Buddy Foster was the boy.) (And "Mr. Cow"? Aren't cows, by definition, female?)
They had to have shown this in the 90s as well because I remember seeing the extended commercial when I was a kid. Had to Google it to see if I wasn't just imagining things.

My educated guesses would have to be either Bill Hurtz and Lew Keller, or Bob Kurtz of Kurtz & Friends, or even Duck Soup, as by the late Dwayne Crowther. Can you please contact the Animation Guild, for they know the answer?
Paul Christoforos, I can tell you that the advertising agency was WB Doner, out of Detroit, but the artist was Azzam , and he’s on FB, the creative writer was Bob Urquhart.
My favorite thing about toostie pops is I love them. There's a device to help answer the question and it's called the lick o meter but it only goes up to 999 on the machine.
