Just saw this comment. I wish Gillig still made Phantoms too. They stopped production due to low demands from transit agencies for high floor transit buses, and to focus their entire assembly facility in the low floors. By doing that they increased their capacity for the higher demand bus.
No, the engine is not clean enough to be registered without adding a Diesel Particulate Filter. California has some really high emissions requirements.
