Well remember the end of season 4 when September was grounded by the rune. I think if they’re restrained they cannot. Also they appeared to have used some kind of drugs to keep this guy subdued so perhaps that’s another reason. Other than that I think this observer, like some of the others is enjoying his opportunity to taunt Peter and wind him up as much as possible. In the end he does succeed.
