What i assume he means is there is a place on the field in each set play that is ideal for a player to get to before they make a decision. Overs is when a player goes past that point without making a decision and makes all their other players have less room. Unders will be the opposite and player will do something too early and they won't have helped in any way
Running an unders line is to the inside shoulder of the defender (inside shoulder is the shoulder closest to the play the ball) overs line is just running to the outside shoulder

Over's = over lap. Unders = opposition has over lap.
