Why do u double cook keema, first in pressure cooker & then in kafhai? Why can't keema go into kadhai after onion & spices are bhunoed & cooked well? Is it necessary to pre-cook minced meat for your type of recipe?

Exactly, do we need to strain all the water ? Or cook it again till the water evaporates. Any leads will help a lot .
Use a strainer to remove excess water, no problem if little water remains in keema, no need to dry it
