I don’t think this argument makes sense, both Sonic Adventure 2 and Sonic the Hedgehog (2006) got rival battles AND levels. My guess would be 10 levels complicates the whole system Generations goes for with 3 levels per era. Out of all the games represented it does make the most sense to omit CD to just a rival battle considering both its obscurity given it was trapped on the Genesis’ CD add on until it was ported and the general weirdness of CD’s levels. Labyrinth Zone(STH1) (probably one of the most iconic levels in gaming just behind Mario's 1-1 and Green Hill) Wacky Workbench (CD) (so many unique gimmicks here, and there could be special workbenches that Modern Sonic can do tricks off of) Oil Ocean (STH2) (i dont know, it just called to me, would be a cool Modern remix though) Marble Garden (S3&K) (this one could be fun actually, like there's maybe a section in both acts that takes place in the sky) Twinkle Park (SA1) (could even incorporate other character's sections like Amy's last section) Crazy Gadget (SA2) (the gravity gimmick would open up so many possibilities) Grand Metropolis (SH) (i've honestly never played Heroes, but i've played through this stage in SRB2 and i liked it) Kingdom Valley (06) (yeah it's one of the most iconic levels from that game, i mean it's literally the title screen for the game) Eggmanland (SU) (dear lord i would give ANYTHING to hear a remix of that werehog battle theme, and there could be the rooms of enemies for Modern sonic that you have to defeat to continue, which would be really cool actually) Sweet Mountain (SC) (i would also give anything to hear this remix too, but also i think there could also be so much potential here especially if they added the drill wisp) Desert/Dessert Ruins (SLW) (this is a desert themed level, and there's none of those in base gens or the levels i chose, and there could be a section in the Dessert theme for this stage too) Studiopolis (SM) (i mean come on this is the most iconic level in Mania, and plus so many gimmicks they could use) Ghost Town (SFO) (honestly, this is maybe a less popular stage but that's why i picked it, it could be given justice) Cyber Station (SS) (a very unique level theme that also has some nice gimmicks i think) and i know you said you won't cover them but i will so here's my ones for the handhelds, well at least not sonic blast Bridge Zone (STH1 8-Bit) (i personally wouldn't call this game's Green Hill the same as what was in Gens 1, but i won't include it cuz it's yet another green hill) Under Ground Zone (STH2 8-Bit) (it's the first level and is surprisingly difficult for one, but it can be improved) Sleeping Egg Zone (SCh) (i dont have much eggman other than Eggmanland and maybe Studiopolis, and i like how this one looks) Meta Junglira Zone (STT) (1, it's a Jungle, that's cool, 2, there's a bit of verticality here) Cosmic Casino (SPA) (i love the concept, a casino... in space, there's so much room to fit the end in the background from Frontiers) Angel Island (SGBA1) (i didn't put Angel Island in for S3&K for this level, it's actually a really cool aesthetic) Music Plant (SGBA2) (i mean this one's the most obvious one, so many cool gimmicks) Route 99 (SGBA3) (this is the most iconic level from advance 3 and there's a lot of city stages, but not a lot of like actual road stages) Huge Crisis (SR) (this is a very unique level concept, there's warplanes, and ships, but there's no warships other than this one i think) Metal Labyrinth (SRA) (loved this level, like a lot, also i wish sonic team would bring back Marine) Mad Gear (S4E1) (i never got this far, but it looks like it could be fun when done properly) Sylvania Castle (S4E2) (i mean, it's a castle, that's gonna be cool) Aquarium Park (SCDS) (it's an Underwater Level, sure, but it's got a nice atmosphere and would make good use of the yellow drill wisp) Sweet Dreams (SDT) (as far as most people are concerned this is a brand new level made for generations cuz of apple arcade, but it's a very pretty level, and it's got some nice gimmicks too)
Well if you were to skip lost world as a stage in the game could zavok be a rivial boss in a lost world area like metal sonic was in sonic generations? I’m asking because I feel lost world deserves some type of representation and zavok was basically the only thing that really mattered for that game going forward
I would say the new rival should/could be: Classic Era: Classic Knuckles Adventure Era: Metal Sonic (would love to see a rival that both Modern and Classic Sonic fight together and Metal Sonic seems the most appropriate) Last Gen Era: The Sinister Six (or just Zavok) Modern Era: Infinite (to actually give him a good fight)

The stage selection of Shadow Generations is a huge wasted opportunity, why would you pick the worst stage from Frontiers instead of a level from Shadow The Hedgehog?
I am aware of what zones will be in Shadow Generations (at least, those announced to us) This list refers to what zones I’d love to see Classic and Modern Sonic go through for a hypothetical Sonic Generations 2 and has nothing to do with what Shadow will be doing in his own adventure.

Shadow the Hedgehog (the 2005 game) has no good levels. All of them are either very bland or very annoying.
