My 4540s just blinks on power jack. It will not boot up. Would it be the power jack?

If you never had to wiggle anything it is probably not a jack, and if it blinks that means the power goes into the laptop. Probook has a ton of other issues.

No, that is the battery needing replacement. If it still powers on fine without battery in, it's the battery. Ports rarely go unless dropped and middle pin damage is most common.
