Yeah. I caught that too. His voice lakes that grizzly gravel when he's talking to them. It's a lot softer and less harsher.
I mean he has zero beef with them. Team Rocket is annoying AT WORST and they never did anything even remotely evil

Chairman Rose and Professors "Cavemommy" Sada and "Gigachad" Turo weren't evil, just misguided. Misguided in that; Chairman Rose was too focused on an energy crisis that was centuries away, and Sada and Turo became too obsessed with a dream that it cost them their lives. The only versions of Sada and Turo that were truly evil were the versions that walked out on baby Arvin in the opposite game.
