Why not button up your shirt before addressing an audience, instead of standing there half-undressed; why not prepare your story instead of making those constant pause-sounds that fill up half of these excruciating eighteen minutes?
Not only can he not express himself in Latin, he very plainly can't do that in English either. Not in the least because he doesn't seem to have anything coherent to say on the topic.
