You can only buy 1.3 legally with a state or federal permit and those permits aren't just walk up and buy one any time you want and this applies to every single state. You have to apply and meet certain requirements for storage and a proper location for setting them off and all kinds of oddball things. So, no, you cannot just walk up and purchase 1.3 legally without that permit anywhere in the united states and especially not just set them off in front of your house legally.

@@hestheMaster yeah, 6" IN LENGTH but they are still only 1.75 Inch in diameter. That tube is for a large 6" DIAMETER display shell which is regulated more harshly and is not a consumer firework. You need permits and licenses for them and those would never be issued for use in a neighborhood. The ones using them and the ones who sold it to them are in some deep shit after the investigation.
Don't do that shit in a residential neighborhood. Use common sense people.

There may be stores in Indiana that sell this kinda stuff but more likely it was a "side of the road" purchase which the APA ,government and cops can't catch. They still make them but watch out these fireworks are not the same as the stuff in the stores.

The stars in them can be quite large, hard and fast moving, somewhat similar to 2x4 piece of wood shot through the brick wall. Seeing daredevils light such shells by hand... it gives me the creeps. Seen fair share of fireworks failures to know better. Several types of mishaps can occur (and combine):
- defective/wrong fuse - shell can launch immediately when lit
- lift charge fails - shell explodes in tube or on the ground nearby
- too much lift/wrong lift powder/damaged launch tube - launch tube may explode + shell exploding on wrong altitude/ground
- internal delay fuse fails - shell explodes immediately on lift-off or completes the flight and falls back to the ground some distance away (may or may not explode)
- complete dud, parts missing from the shell
- tube falls over - creates a very exiting roulette cannon, aiming wherever it points to, possibly at considerable distance + shell explosion radius.

My neighbors did this crap the other night right in front of my home. Close to 11 pm. I was about to go to bed. Then all hell broke loose. My dogs and cats were so scared. Mind you I had the windows closed, multiple window AC’s on, and in my bedroom in the back. And it still was insanely loud. Fk bad neighbors

I agree they were a bit too complacent about safety. But these are over the counter legal fireworks that can be purchased all year long. Given that 10s of thousands of Hoosiers have been blowing them off in neighborhoods across the state for decades, with very few serious accidents like this, I'd say they're pretty safe.
It is selfish and inconsiderate to presume to fire off fireworks around other people's homes and property, really rude and stupid. Even out in open country, one must consider fire danger before anything else. If burn permits are required in your area, assume that applies to fireworks as well. If there is any fire danger posted in your area, don't use fireworks.

In a residence area packed with houses like that, no areal displays should be shot off. There's too much flammable material in the area, and way too many gas tanks if something does go up in flames.
It always starts with, " it sounded like a good idea."

We (GENX) were making fire works ourselves, we found out they came from Chyna when we unwrapped the legally purchased small gunpowder fireworks. BOOM we all still have all our fingers..... SO far

They used to have home owners insurance.
That was a 5" display shell mortar tube. That is 100% illegal for consumers in all 50 states. It's 1.3g ATF regulated product. Those people bought them illegally and no one with a license would be dumb enough to use display shells on a residential street.
The mortar was put in the tube upside down. It went down instead of up and kaboom. They got lucky
It was a low break the top of the tube was the only part damaged.. If it were put in upside down there wouldn't be a tube left... it went soon as it left the tube

Wanna bet that mortar tube was in that orange bucket filled with cement around it. It either mal-functioned or was dropped in upside down basically making a pressure cooker bomb. All that shrapnel was cement pieces flying outward.

My little town of 2000 people allow fireworks 10 days before, and one day after the 4th. So, as I'm writing this, on July 5th, I'm listening to fireworks, still. And with it being the weekend, I can about guarantee it'll go on for a couple more days.

i live in California in the "red areas" (ridiculous politics, what a joke) and there's a fair amount of plants of various sorts,we usually move and spray the yard down with water first,keep hoses on,keep fire extinguisher next to you, never light fireworks near other ones or otherwise have an ignirion source anywhere near the other fireworks, that's how we always did it,zero issues.
That shell is illegal everywhere in the U.S. without a license. They will be charged with a felony soon or used to find the supplier and throw them in federal prison.
Even with acreage, you can start devastating fires. Stupid tradition that escalates every year. People drink, handle explosives, have kids handle explosives - what could go wrong?

I'm originally from Chicago, but I currently live in Columbus, Indiana and twice I've had a firework thrown at me out of a passing vehicle as I was walking down the street, once last August and the other time was last February. I remember being startled and angry and told a guy friend of mine who's from Columbus about the incident and he couldn't understand why I was so angry. He said they were probably just bored and looking for something to do and that he's done dumb stuff like that with friends before. So I can confirm that people are effing stupid out here.

These were not bought at a store. That tube is for 1.3g display shells. They were purchased illegally and a serious felony to sell those to unlicensed people. News pieces like this give a bad image to fireworks. A completely false representation of what they did. They didn't want their face shown because they committed a crime buying display shells illegally.

Fireworks such as this are legal in Indiana. This time of year, you see these private displays from backyards in every community here. That is why just about every billboard on the tristate toll road is advertising fireworks stores from Indiana. As reported, it seems that nothing was done illegally, in this instance. But it is under investigation. Anytime you work with fireworks or other explosives, something has the potential to go wrong. There is always that risk. Unfortunately, this is one time when something went wrong.

Their homeowners insureane (if they even have it) is going to hate them. Thats easily tens of thousands of dollars in damage. I live in Indiana. Unauthorized fireworks shows happen everyday of the summer. Folks across the street light off mortars almost daily. Shakes the house and startles me every time. I feel really bad for the war vets that have to sit through this.
I have No sympathy for folks who get injured from fireworks. And what a waste of money.

In my state it is illegal to set off fireworks in the city limits.
lots of states=lots of different laws
because aside from federal laws,states are free to dictate their own laws,usually via voting and elections.
They had federally regulated professional shells which are illegal for consumers in all 50 states.
Where I live you can only have sparklers in a residential area.

Malfunctions happen all the time on lots and lots of technology. It just hurts the worse when it's explosives. Glad to hear everyone's okay at least. This could've been worse, property can be replaced but people can't be.

Bucket and pipe is not safe!! They are stupid and should be charged accordingly! Not a fireworks malfunction. This is all human error. These people are not professionally trained in explosives 🧨. 6” mortars should not be set off that close to anything!!
Just last night, my neighbor took her 2 young daughters into the courtyard behind our row of townhouses and set off a roman candle. It tipped over and was shooting at ankle height toward the building next door, right where the bank of gas meters is located. There had been a leak in one of those meters after underground line replacement in the community, up until 2 weeks ago when it was finally replaced. If it hadn't been, we wouldn't be here right now.
Setting off fireworks in residential neighborhoods needs to be made illegal and punishable by $10k fine.
I would sue them until the sun did not shine anymore!

Distraught my ass! This is why NO ONE should be allowed to have fireworks. It’s always the innocent that end up suffering due to your negligence & egotistical attitude that something bad isn’t going to happen to you. Enough is enough to where you need to stop doing these reports with any sympathy for the people who set them off. They gambled & lost. All for what?!
No such thing as an unauthorized fireworks show in Indiana. They are perfectly legal all year long.
To prevent this type of accident, you either need to keep your fireworks properly covered, or spread out so if a firework goes astray it won't set them all off at once. Keep a hose nearby.

There may be some sort of regulation regarding limits to the amount of fireworks, people in the vicinity, etc that maybe doesn't normally concern the average consumer. It would make sense, else people could seriously mess some shit up under the guise of an innocent firework show.

There are several classes of fireworks, ranging from consumer grade (1.4G) and display grade fireworks (1.3G). Anyone can buy, store and use consumer grade fireworks. You need a stated and federal license/permit for display grade fireworks. I don't know for sure, but it looks like these folks: A) had display grade fireworks - looking at the tube that they showed in the video and damage radius. B) were either careless in the handling and igniting the fireworks or had improperly store/staged stuff. I've seen too many injuries from improperly store and used fireworks. too many stories from too many years on EMS during the 4th.

My brother and his family were severely injured by shitty fireworks that originally got wet but dried out and used by the city where they lived. A couple of the mortars went rogue and hit my sister in law, niece and nephew. My brother lost significant hearing and the only reason my young nephew even survived was because my brother and his wife shielded their grandson. She ended up with significant wounds and burns and had surgery and skin grafting. My niece had taken the mortar straight to the abdomen and had surgery and multiple skin grafts. My other nephew had burns to his legs. It was a miracle that none of them died. If they hadn’t covered their grandson he would have taken a direct hit to the head, face and chest and likely killed or severely wounded for life.

I've had a mortar explode inside the tube which did what the first explosion in the video did, BUT! I was setting them off far away from other people and had all the other fireworks stored far enough away and closed off to the fireworks being lit. Things happen, and all it takes is a random spark to ignite and set off your entire "stockpile" of fireworks, so always make sure the stockpile is far enough away and that there is no way for sparks to get to them. And you never stick mortar tubes inside of anything else, The tubes need to be stand-alone. Sticking them into other things like a bucket full of concrete/rocks, like was done here can turn fireworks into a "shrapnel bomb".
