Well yes actually 7, 9, 11, 13, 14, 18, 19,,,,, all those polygons can’t be drawn 100 % accurately using straightedge and a compass, but when it comes to “Manual Drawing” there is always a “Human Error” which is if compared to the error in the method, then it can be neglected.

You can't create a 20 degree angle with straightedge and ruler. In general it's impossible to trisect an arbitrary angle this way.
