It has both😂 It is an orchestration of 113 instruments, hence it has 5 pianos and 4 harps. The harps are moving in arrpegios whilst the pianos do move up and down the scales in order to make the effect of "rising" and (mailny) "falling". It's not a C major scale so it s not exactly a do-to-do upraising so the notes are quite different but yeah there are pianos making that movement.
