The Catastrophe is a bootleg Apocalypse after all. It's the toughest unit in the Latin Confederation arsenal, making it the ideal anvil as your hammers get into place. With its transport slot it can get extra firepower against a variety of targets: the Flak Trooper against aircraft, the Mortar Quad against long ranged vehicles, the Tesla Trooper against short-ranged ones and the Desolator to melt infantry. Note that because of balance reasons Morales cannot fire from the Catastrophe, nor can he fire from other vehicles that the game calls "open topped": the Centurion, the Battle Tortoise and the Jackal. If you were to put him in an IFV or its counterparts his weapon is adapted just fine.
The Catastrophe is basically half of an apocalypse tank with a spare seat for one dude to shoot from the inside.
You should do more of these with different infantry in the Catastrophe & see how they do
If each Catastrophe has Desolator or Tesla inside, they might have a chance
At that point the Catastrophe loses the cheapness advantage it has vs the Apoc and the Desolator and Tesla Trooper really don't add enough extra damage to make up for the cost deficit. You put Desolators in Catastrophes to be better against infantry because as good as a desolator's anti-tank damage is, adding 900 credits to the 1600 you're already paying for the Catastrophe makes it more expensive than the Mastodon and it definitely isn't Mastodon levels of good against vehicles. Which is fine because you're paying for an all rounder whereas the Mastodon is only good against vehicles (though it is *really* good against vehicles admittedly).
The Apocalypse at 2k seems undercosted next to the DesoCata but unlocking the Apocalypse is much more difficult since it's a stolen tech unit whereas the Catastrophe is a standard T3 for the Latins, it's a reward for doing the whole process of infiltrating a Soviet conyard and technology building as the Soviets.

funny the Catastrophe is supposed to be the actual replacement for Apocalypse for the Soviets due to high cost of Apocalypse.

Russia uses the Tesla cruiser for its high mobility and cost-efficiency.
Simply put, the Russian who built Apocalypse doesn't have enough money and resources to maintain this monstrosity.
Not to forget they also have an infantry compartment too

Catastrophe is essentially vanilla Apocalypse but traded one cannon for a passenger slot... It is tougher than Russian Tesla Cruiser but frailer compared to Chinese Nuwa Cannon

Honestly, I think lore wise, the reason the apocs cost is so low ingame is because in every mission where it appears, the soviets are a tad desperate. They do the classic soviet move of "what do you mean you want to be compensated for your work? go to gulag" and redeploy the entire supply at incredibly cut-throat prices. It being that price is full on thievery from thier own people but the soviet command is willing to overlook that just to crush Yuri.
In short, the Apocalypse is pretty much the only unit they find good enough to completely go against thier supposed egalitarian ideals and commit full on slavery to build.
Also, huh... I didn't know the catastrophe actually was the apocalypse's data slot. Cool.
