I'm a fencing contractor in the Charlottesville area and we install a good number of these. We have Mirafounts on our home farm and have never had an issue with them in 20 years. I am curious as to why he elevated his heat tube 3.5 inches. I suspect after he pours his pad he will have to cut his heat tube flush with the concrete.
The 3.5" rise from the pad will be flush with the tank. Nothing is cut off. By raising the tank above the pad the mud, urine and manure are all prevented from building up on the sides of the tank. Also if you want to drain the tank, the drain rubber stopper is easily accessible, not buried in mud.

If you do need to put water on a hill (say 60' higher than the level valley that has water and probably a high water table) how do you get that water up there? A pump? Really deep well?

This is a great water tank for winter watering. For summer grazing we use movable tanks which gives us flexibility.
