Keep in mind that the Russians have known oppression at a level that most of the world cannot imagine. They had camps, GULAGS (government lagers) in Siberia in the far north. There was no death penalty. (Millions were summarily executed without trial.) The maximum sentence was 15 years, because you were not expected to live that long.

Behind that 4 % there is a tidalwave of silent support, or at least would-be support if they had access to truthful news sources outside of their country.
