State troopers tell CBS Colorado that car thefts are down 20% but they want to see it non-existent so they are providing a free steering wheel lock for anyone who needs one.

Ha Ha Ha. The only ones making good on this public safety scam are the makers of the steering wheel locks. I find them in homeless camps all the time.
