This was actually long before the gun violence epidemic but it strikes truer even now. Netflix is apparently going to be doing an adaptation of the Wings of Fire series soon. Hope it's quite and mature like this!
I like what you said about how a tight time frame for telling this particular story meant that each scene presented needed to be substantial to the overall themes of the film, but I feel That's something to keep in mind when absorbing or even writing any kind of story, long or short.
True, making each scene count does matter in long-form stories as well. However, I feel it's more challenging to achieve in shorter stories like this. I find this film especially impressive in how they told such a compelling story through seemingly simple visuals.

If you don’t mind me asking: will you check out Osamu Tezuka’s short film: “Mermaid” in the distant future? I believe that it would be right up your alley. The film communicates so much with so little. Tezuka always worked on a budget (almost animatic quality) yet it actually works!
Just an unpopular opinion I'm throwing out there, but shorts like these seem pretty dark, and don't necessarily deserve to be praised THIS much. On top of that, the belief that all if not most animations are supposed to be sad, emotional, and tearjerking is completely ridiculous, and it makes most modern shows that have come out within the past few years VERY hard for me to enjoy.
I didn't hear him say anything along the lines of 'all animation should have dark themes.' I'm going to assume that's unrelated to the video's analysis. I think it's fine if you dislike tragic themes in animation. That's a personal preference. Whether a film deserves praise, though? That's based on the film's execution of those themes. Anim8ball's opinion isn't, "the concept is sad, so this short's portrayal of it is automatically good and worthy of praise." He's praising the well-executed animated sequences that portray families' grief following a school shooting massacre. He also mentions how the film could've blundered at expressing those ideas: focus on the direct, traumatic nature of shootings, fearmongering PSA style; avoid the long-lasting effects of the event. He wouldn't have pointed this out if his opinion relied only on the short's topic. Films and cartoons that deliver a shallow portrayal of 'sad' plot-points for praise are bad. From the way he's describing the short, this isn't one of those.
