You dont have to remove the wheel and the wheel liner at all. There is a cover exactly underneath the fog light just remove it, slide your hand to remove the old bulb and then in with the new one and put the fog light cover again. Thats it. This small cover is just precisely for the fog light bulb replacement so no need to remove the wheel and the wheel liner unless you want to remove the whole fog light out of the bumper.
