Require template "Acknowledge receipts" with blanks for printed name of "legal name" of recipient and transaction date and pre- numbered. To be signed over printed name. For protection, they can use "specific aliases" with a separate masterlist of legal name to be kept under wraps but can be subpeonaed if merited. Better yet, grant confidential fund only to govt entities in charge of national security.
