Hertz just refers to any frequency, it can be used to measure refresh rate, the pitch of sound and much more. Yes, they are not directly related but the refresh rate is just how many times a pixel is/can be changed in a singular second and your fps can never be higher than that even if your CPU is a supercomputer. As long as the Monitor's refresh rate is for example 60Hz, the frame rate will never exceed 60 fps.
