The guy at 3:35 is Dr. Breen. When the Combine were taking over Earth, Breen made a deal with them to keep humanity alive and became a puppet ruler for the Combine. This is probably his host body since he wouldn't be able to survive on the Combine Overworld

And they have done it in several universes whereas Warhammer 40k takes place in our galaxy - which is a single galaxy. The Combine would rip the matter through singularity dissonance and teleport directly to Terra making full scale invasion with their very "diverse" species' armies. On the other hand they haven't mastered warp, so I don't really know who wins. Maybe they would even invade Warp and combine or assimilate the Chaos lords😂
