She can't voluntarily stop time, it's by dint of rewinding it back to prevent Kate's suicide that the anomaly of freezing time occurred.
During this stop, Max suffers a setback and struggles to move, then Max could no longer use his powers for an indefinite period of time.
Yes, we could think that she could rewind time to anticipate enemy actions, except that once time restarts, the opponent can change his approach in the case Max changes her actions before the opponent reach her.
And in one against one with bare hands, Max couldn't do anything, she doesn't know how to fight, she's not athletic and she's fragile so even if she could dodge the first offensive and counterattack, any opponent of the list would take the blow without flinching.
Not to mention that rewinding time several times would be bad for her and would ultimately cause disasters.
Yet, she can *still* stop time for a good time, also she literally climbed 4 floors with that pressure. I guess walking to someone and stabbing them won't hurt her as much as climbing 4 floors.
