  • Prime Minister Kishida made a big announcement on August 24, 2022 that Japan will no longer require inbound tourists to join a group package tour. The Japanese government's original June 10th group package tour strategy failed as only 8,000 foreign tourists total came in the two months of June and July. The Prime Minister has also changed the number of daily entries into Japan from 20,000 to 50,000 per day which at this point does not really matter since there are so few tourists coming into Japan. Nothing is clear yet, but it sounds like foreign tourists will be able to come on "self-guided" tours that are planned with Japanese tour agencies. Foreign tourists will still have to apply for a tourist visa at their Japanese consulate or embassy. How much different is this new September 7th Self-guided package "light" tour strategy compared to the June 10th group package tour plan?     By the time Japan fully open, a lot of people already used their Japan travel money to travel to other less restricted countries.

      That and due to economic downtown, people will have less money to travel overall. I hoping to go next year when fewer people are traveling overall due to the bad economic conditions and a even weaker yen so my dollars will go farther.

    don't travel until the rules are the same for their people and yours. If they can come to your country you should be able to go to theirs under the same terms. fair is fair.

    Thank you for being the ONLY UA-cam about Japan who was direct. Others gave info that is not correct & lets people new to visiting Japan thinking they can make reservations & enter. The visa still needed, Smartphone with SOS app, medical insurance & most of all the travel agent being your sponsor and MUST contact every day as to where you are, temperature etc. I truly appreciate your honesty! Thank you.

    Japanese citizens can travel too and from Japan at ease, but the rest of the world still has to jump hoops to visit Japan.Great isn't it !☹️ I am glad things are moving and changing weekly, but is it enough?! Thank you for keeping us updated 😊

    I don’t think the “self-guided” tours will be any more popular than the guided tours were/are. But I really hope the bed count that Kishida said will become a reality asap.

    I won't be back until I can get on a plane and plan my own travel. The last time we visited, we planned everything ourselves and managed to have a good time getting outside the big cities and seeing the more rural side of Japan. It was a lot of fun.

    Still need to get travel package from Travel Agency. This means that you have to chose a package that the travel agency offers. Let’s say you want to do a tour of Kyoto, Osaka, Kobe. You have to purchase a package that has those locations included, which may also include other locations that you are forced to go to wether you want to or not. Usually there is a theme for the package like Autumn sight seeing. The package will have flights, hotels, and sightseeing itinerary set up. A guide is optional. I believe this was always the case but that was lost in the Japanese Official communications to travel agencies and media outlets. I think they believed that foreigners would rather have tour guides as these mainly super old dudes would rather use a guid themselves if they traveled abroad. They totally overlook the fact that before pandemic and before border lock downs. Foreign travelers even from western countries were traveling alone with no guide and no plan. I think the real thing that changed was no PCR test for triple vaccinated travelers. Everything else is exactly the same. The real reason why Japan forces the use of tour packages is because Japanese tour companies have suffered major losses the past couple of years so the old fogey politicians thought that they could force tourists to travel by tour package and that would help the tour companies. This decision is made because Japan us run by people who look like the Crypt Keeper (a famous living dead character in US from the 90’s). They don’t understand that this is the internet age and more and more people book travel via online sources.
    The plan will fall flat on its face again. South Korea is open. People wanting to travel to Japan will go to South Korea instead.

      even my parents who at the time were in there late 60s traveled all over japan, going off the beaten path, taking buses up mountins, shinkansen's all over. i helped them plan things, but they did it all themselves. They would never even think of doing a guided tour. It takes out all the magic of a holiday. Also guided tours are terrible for people with kids. You try sticking to a timeline with children lol. Every single messure / rule that you have to jump though atm is a complete joke and a huge turn off. I would go to japan with my wife every other year, for the past 20 years. Now if things dont change we will just go elsewhere. And yes japan is out of date with there thinking as always.

    Realistically, I think the “enforcement” policy will have to be “don’t ask, don’t tell” because there’s no way that the travel agencies have enough personnel to follow and manage everyone closely if this really takes off. More likely this is Kishida trying to both open up and say “see, we still have control!” to all of those in the country who are skeptical about opening.

      wont take long for that to backfire. all it takes is for some people to go do whatever they want and totally ignore that planned tour, get found out and it make the news, and then spun into how we are not to be trusted lol. there is no real thought into how this can work, because lets face it, it doesn't work

    I also think that only people who have got an emotional connection like friends... etc. in Japan or having lived there in the past are ready to go under these circumstances at all. However exactly those people do NOT WANT to go via a travel agency.

      I wouldn't hold my breath!
      Kishida hates foreigners, so he'll find more excuses to drag this out forever.
      I seriously doubt Japan will fully open 2019-style unrestricted individual tourism until there's a different PM.

      @@mejulesyap I don't think Kishida the Fool gaf about anything, including supposedly losing face for that meeting.....until other countries start BANNING JAPANESE TOURISTS and the "news" media tee off on Japan in reciprocity for this Sakoku!
      If Japan didn't lose face for the Japanese-only Olympics, what makes you think they'll care about this meeting for elites/leaders anyway? Elites & leaders can already get around the individual tourist ban for the common rabble! They get to use Japan as their own "Exclusive club," and they like it that way!

      @@the1darknight Yeah perhaps they will remain thick-skinned even up to the G7 summit. If that happens I'll put Japan off my travel list indefinitely. I think the Olympics was different matter though as many countries including mine were still closed to tourists.
      Anyway, "Elites" and "leaders" will always be treated differently from regular folk no matter where in the world.

    I dont think anyone will be forced to follow the iteniery, but you will have to pay for it. They will have all the tickets, schedule to follow, and information fliers prepared for you, and it will be up to you follow what is prepared. You can skip everything they have set up for you, but youll still have to pay for it in the overall trip cost.

    Brilliant Mike as always, so informative & Helpful. I want to be independent on my travels & have been to Japan twice before covid & I spent two years studying japan so I new how to get around when I arrived all my research payed off. I need to be free to go where I want & when. I don't need a tour guide I know how to get around Japan it's not rocket science there must be thousands of people like me wanting to come to japan. It looks to me like the government keeps "moving the goal post", if you know what I mean. I'm all set to travel to Japan just need a GREEN LIGHT Arigatozaimashita.

    I viewed this news as: You don't have to go with a group anymore, you can now do the same as an individual!
    If it was as flexible as saying: for the next 7 days I will be based out of Tokyo (visit the surrounding towns for example) and the next 7 days from Kyoto, I would be fine with it.
    Western Tourists mostly just don't want to plan every single day of their trip in advance.

    I love Japan. Used to transit there 1 week 6 times a year and will patiently wait for this BS to end. In the meantime, I will transit via Singapore....

    I agree there wont be drastic increase of tourists flocking to Japan for this "light" self guided tour policy. I am probably looking at either end of the year or early next year, probably latest by 1st quarter of next year.

    I have contacted a Japanese travel agent but have reconsidered travelling there. Too many hurdles for me. And that is what the Japanese government wants!

    I saw Sakoku 2.0 mentioned earlier this year. Going by that precedent we have 263 years left until independent tourist travel. Probably easier to marry a Japanese national, have a lot of money or go on a language visa than living more than 263 years.

      For spousal, business and student visa holders Japan is completely open (I just returned to USA four days ago). I'm guessing that guest workers are going to have a much higher priority than foreign tourists right now.

    Couple of things, one of which you probably already know since uploading the video,
    1. The travel agency must book flights and accommodation.
    2. The travel agencies I've approached have very much adopted a "don't ask, don't tell" policy regarding itineraries. They've also stated that while you can purchase one of their planned itineraries for an additional cost, they can just sign off on an itinerary the customer has created themselves.
    Two agencies have so far told me they won't care at all if I follow the itinerary once I'm here.

    On the point of booking flights and accommodation, it makes no sense to me that a travel agency can't just take the bookings the customer has made, add them to an itinerary, and sign off on it.
    I'm in the boat of being a customer that has already made such bookings (flights and accommodation) and if I can get a travel agency to sign for them on my behalf without having to cancel and rebook, I should be able to go at the end of October, pending a successful visa application. If I'm unable to because of this silliness though, I think I'm done with Japan, to be honest. It's just way past the point of being ridiculous now.

      Hm. That seems weird just because when I looked over the earlier group packages that various tour operators were offering, none of them included flights or said anything about flights in their info. I took it that the individual going on the tour was responsible for figuring out how to get there, and the package tour only started once they arrived. So if they’re now requiring the agencies to book the flights, that’s a huge step backward.
      I could be ok with letting an agency book my hotels, as long as they book acceptable ones and the upcharge isn’t too high. But I booked my flight for my potential upcoming trip with miles, and it might be a dealbreaker if I have to put out the cash for that.

      Thanks for your comments. I hope that one of the travel agencies will allow us to use the bookings that we have already made. We can still use their help for booking some of our trip, so they would make some money off of that. How much would the two agencies you talked to charged for just taking on the "sponsor" responsibility?

      Amen brother, I'm in the same boat. Flights (from US) and Airbnb already booked (actually, both rescheduled from a trip that was supposed to happen in April 2020). Does anyone have the names of any agencies that one could contact to even ask these questions??

    This really makes no sense at all. I'm visiting my wife soon, and we're having a holiday in various places, booked by us with Airbnb. If I can do that, any tourist should be able to.

    What an insightful update, Mr. Matsuno ! I booked my flight and hotel back in January for May trip to Tokyo this year ,and
    it had to be postponed for border closure .I changed my trip from May to this October ,but I'm afraid it looks like I'd have to
    cancel my trip again and rebook possibly for the spring of next year . The fact that you're a Japanese who can speak English
    fluently always makes worthwhile checking out what you have to say regarding this particular matter, thank you for your insight !

    My dear soul and friend, this is truly astonishing. What an incredible journey you allowed us to take on, and we truly appreciate it. I find myself struggling lately with anxiety and stress due to being overworked, or mainly I am doing it to myself. No boundaries and hard time to say no. That's all that brings this negativity, but I have been working really hard to gain back control, and not be a slave to these feelings and mindset any more.     I've been to Japan many times already and is still my top country to visit. I would drop everything to travel to Japan if only the government would just exercise some sanity.
    Meanwhile, I've already been to the US (x2), Australia, Thailand and Malaysia and will be traveling to South Africa and New Zealand in the next 2 months.
    I refuse to jump through all the hoops and incur unnecessary costs. If Japan doesn't want our tourist dollars, then they're only punishing themselves.

    竹田市 PM 5 バイク 取り寄せ entering on your passport like it was before for the US citizens because if it does that means it travel for us would be a lot easier and a lot more would come to Japan for about to I like the idea of being able to go when I want and don't have to fill out all the papers and do all the stuff and then have to wait to decide if they're going to let me travel or not but do you really think that maybe in the future soon it will go back to the old system

    I live in Tokyo but I am not liking how japanese people are treating us foreigners at all. We are humans too, we are not the only ones spreading the virus. This is utterly ridiculous, I would boycott travel until all restrictions are lifted if I was a tourist. Don't come until they finally understand this is just not it.

    Not getting the Useless shot, not going back until 2019-style visa-free unrestricted individual tourism returns!
    Never noticed that many tourists in Japan anyway during regular times, plus I'm way taller than 95% of people in Japan, so crowds seem less of a problem. lol
    Going when less attractions, tourism resources, and tourist stores are open seems Stupid anyway.
    Why go when stuff is closed? Seems BAKA to me! lol

    When I heard this I immediately went onto JTB Australia website and they are awaiting details from the Japanese Gov of course , just days before the new rules - JTB Australia is currently awaiting confirmation of the official details and booking procedures from the Japanese authorities. Once we have received specific details on the new requirements, this message will be updated. I am simply curious like everyone else, I think flights at least should be purchased on our own to get the best price because what difference does that make ! And some people already have flights booked , let see what the details are soon

    This guy nailed it. Im from the Philippines and we are always required to have a visa to enter Japan. No problem with it. But with these other restrictions in place like booking thru a travel agency,insurance,dropping of pcr for vaccinated people(im vaxed,but 2 shots of Sinovac and 1 booster shot of Moderna.i heard i still need to present a pcr because Sino is not accepted in Japan😑),etc.,it is still hard for us to get in there. Ive been to Japan twice and i have a sponsor to help me. But I dont if this time,i have a sponsor,i still need a travel agency to plan my intinerary. Im just going to stay in the house of my sponsor.no hotel. If i still need a travel agency,then fook it.

      Same here kabayan, im planning also to visit Japan kasi nandon husband ko nagwork and dun din ako sakanya magstay if ever makapunta so no need na ko mag travel agency sana ang mahal din kasi kapag may ganon pa no. 😅 Dagdag gastos lang kahit hindi naman gagala haha

    I went to the travel agency in Japan yesterday, and they had no clue. I’m not blaming them, but I was told that we needed to book travel with them. I have a friend who’s gonna visit from Turkey, and stay with me for 3 months. They were like.. oh, they need to contact their Embassy, and have 3 vaccines shots. So I’m like, They can just come into Japan if they meet those requirements. But they wasn’t sure.. Such a headache for people who live here and have non family members wanting to visit.

      they have no clue, no one does. you dont even need 3 shots, its 3 shots of tests both ways. 3 shots just lets u skip pcr, which is completly stupid because you can still get and spread covid with 3 shots just the same if u have 1 or 2, or hell zero. The entire thing isn't thought out at all.

      @@ronuss Exactly. I just hope it’s figured out sooner than later. I went home to the USA and almost everywhere was “normal”. Even flying out of Tokyo. Everyone had to wear mask for takeoff, but then you could remove it after leaving Japan airspace. I’m not anti mask or anything… just weird how they would start a flight with protcals, but stop them mid flight. LOL

    I’m hoping Japan will be open later in the winter - ski season in Hokkaido. But I’ll go somewhere else if there are still hoops to jump through like the use of your guides, travel agents, etc.

    Japan travel agencies should create more "Free and Easy" tour packages consisting of hotel and travel mode. These packages will let tourists customise their destinations, duration of stay, etc. there might be some additional costs involved compared to booking through international outlets, but it should not be that much more.

    The Seychelles have entry rules that are consistent and easy to understand. A travel health authorization must be applied for online around three days before entry, and some documents must be provided electronically. Why can a third world country belonging to the world’s poorest continent be so much more efficient than a G7 country?

    Here in Oz it is impossible to obtain a visa basically. The next available appointment dates at the consulates are in December ... As a consequence, we gave it up for this year.

    couldn't agree more, so I guess my travel money this year is going to Europe and not to Japan.
    they are moving to slow and still haven't understood how most tourist travel. You would think they knew by examining the numbers of tourist coming the last couple of years through travel agencies and how many without they would know, tourist in general don't use those services. Specially if they are looking for western money.

    I dont even know which travel agency are Japan based and can issued ERFS. The policy is to relax after you enter Japan but harder to enter Japan.

    In 2019 I made a downpayment for a guided tour for the fall of 2020. I planned to spend a few day before this two-week tour to be with japanese friends, and afterwards about one week again with japanese friends. This appears to be still impossible under the present guidelines. The price of travelling from Europe to Japan is way to high to skip meeting with friends. If the policy remains so restricted, I will soon loose my downpayment. Very disappointing!

    i have heard that some travel agencies are allowing people to make their own flights and hotels and then just share it with them to create the itinerary whilst others are insisting that they book everything for the tourist.

    Thanks for the info! I still can't tell whether residents are allowed to have family/friends visit and stay with them. It seems weird to use a travel agency just to have family come stay at my place.

    I am wondering, with the new guidelines, does that mean you can't drop in down the road to a local combiini for a snack if its not on your itinerary, or does it cover it as general area level?

      You're not supposed to, no.
      This is going to quickly deteriorate into more people calling police to harass any non-Japanese being in places that Japanese locals think can't possibly be on an itinerary--- whether they are citizens, businesspeople, students, greencard holders, or tourists.
      They just need to reopen FULLY before this deteriorates into a report-all-gaijins/show-us-your-papers police-state in Japan. Kishida becomes Hideki Tojo and revives Imperial Japan and cancels all of General Douglas MacArthur's reforms of Japan!

    Thd fact that you are required to purchase your plane tickets through a Japanese travel agency is off-putting.

      I have been asking japanese travel agency for the plane tickets and everything. They say they cannot buy the tickets for me so I have to contact a local agency instead. So now I'm stuck

    We inquired with some Travel agencies. Some of the prices for airfare/hotel were like 2X the cost compared to if you were to book yourself!
    This maybe a dealbreaker for some!! 😩
    It’s Not IF you can visit 🇯🇵 Japan.
    Rather is it Worth it ?? to spend probably 2X amount since airfare and hotels must be booked thru the travel agent!!
