Consider a nuclear reactor. You don't need any control rods to start a nuclear reaction. The whole point of the control rods is to prevent the nuclear reaction from going out of control and destroying the plant. They also allow you to stop the nuclear reaction when necessary. It's not a stretch to assume the same process for Utsuho.
